It's really simple. All you need is a couple of unmarked ballot boxes and two to three crooked election official. The ballot boxes are stuffed with votes for one candidate prior, and sealed. During transport of the ballot boxes from the voting centre to counting station, the truck stops and the ballot boxes are switched out. The real ballots are then destroyed.
When the boxes arrive at the counting station, the votes are counted as normal. Only a few people need be involved. It's even easier with mail in voting
