Haven't delved too deep into the subject, but sounds like they just got someone to modify an already existing Nike shoe.
Don't know where the legal will go on this, I own a print shop and one of my distributor sells Nike merch and they basically have their own set of rules with distributors. With mine there are lots of postings that says that I cannot sell the blank garment, I have to alter it in some way such as embroidering a name, or printing a design, because those specific lines are for garment modification.
That being said the end user has a right to modify their own shoe/etc however they want, now whether or not they can resell that item at a profit will be where the legal issues come in. Since most people generally probably just do a couple and sell it on ebay mum's the word, but when you have celebrities pushing it, it becomes a different ballgame. Lil Nas X and those involved in this case does not become the end user, so they may not have had the right to modify a Nike item that they didn't specify for modification to then resell.
Then Highway Patrol would be defunded as they wouldn't have a use. If they can't pull over to help a stranded person, they damn sure aren't going to do any sort of pursuit, and those two things pretty much makes up a Trooper's day.
