Indeed, Trump would not do this. But we are in a lukewarm global war. If there are really rolling blackouts, simultaneously, in varying key countries, then it's probably asymmetric cyber-warfare. Unfortunately, our electrical grid, and other critical infrastructure, is accessible through antiquated and obsolete SCADA systems, and our adversaries know this. If our infrastructure were to take a hit it would be in retaliation to them being outed and conclusively moved against.
