If there is Reincarnation, I don't think it's tied to the number of people on Earth. I tend to imagine than in the "other world" whatever you want to call it, you have trillions of potential souls waiting for a turn to live on Earth... maybe even other worlds for all we know of which Earth is just one.
Also, no reason to expect that our concept of Time is the same for the other world too. You might have one life where you're born in 2000 and the next life, you're in 1425 BC. Who knows "when" and "where" you re-enter the system.
There's a website, NDERF that has lots of near-death testimonies. Each is different, a lot overlap or have common themes. Likely, there is far more to the cosmos than the tiny speck we see on Earth.
I was a crossdresser back in my mid to late 20s to 30s. I was tempted to go the trans route and wasn't sure.
My mother is very liberal. We argued plenty about Trump and the edition. Real tough stuff.
But years ago, when I was wrestling with this, I asked if she'd support me if I went the transsexual route.
She said, "No." No ambiguity whatsoever. Very liberal, but would not support it.
If she did, it probably would have been the green light to experiment with hormones and all that other crap. But knowing I would alienate family held me back.
Today, I'm married (to a woman). I have two daughters. After the exhaustion of the birth of the second little one, the urge for crossdressing has disappeared.
I had a gender therapist once about, oh, ten years ago or so ... Even though I spent 10 years by then balancing crossdressing and being a man, this therapist asked me questions: "are you SURE you don't want to be a woman? ABSOLUTELY SURE?"
This was like waving a bottle of Jack Daniels in front of an alcoholic who has been sober years. Caused the gender dysphoria to kick in harder than any time since I first came out. Wife and mother had to hold me back. Lasted a month or so.
So what I'm saying is... don't give an inch. I'd bet some solid money that there's a therapist making money off your brother's condition. Remember, a transsexual is a goldmine to these industries. A patient-for-life.
And for the love of all that is holy, find him some literature that helps him find self-esteem in masculinity. We starve for it these days. Suggest Jordan Peterson. William Farrel. Robert Bly. Christine Sommers. The rhetoric against masculinity is so toxic that some men feel "I don't want to be a monster or a football hero or a Rambo. I have to be a woman to avoid being lumped in with them." Find good things to say about men around him, so that it feels like a good thing.

Right. The same test of virtue might be easy for person X and difficult for person Y. While another test is easy for Y and hard for X. G-d knows how hard the task for each person and will give credit accordingly
I'm a believer that there are different opportunities for virtue available to the rich and the poor, as well as different temptations to evil. It's also possible that we have reincarnation, so one life we're tested as a rich person, another as a poor person.
