Yes, he did. As explained by Rudy Giuliani and other powerful legal minds, Pence had total authority to return the disputed electors to the states. This is not the same as simply declaring Trump the winner. Majorities of legislators in contested states requested that Pence return the disputed slates for further review. Pence declined to exercise his constitutional responsibility and do so.

I don't think that's true. Party primaries are a lot harder to rig than general elections because they have fewer votes by an order of magnitude. The participation of fewer voters ensures that observers can much more easily detect irregularities because there's less going on. The R establishment would have loved to rig it against him in 2016, when he was less popular, less seasoned, and less powerful than he is today. If they couldn't steal it then, no way they can steal it from Trump in '24.
