I'm having the same issue and I reported it in this thread and sent the mods a message about it.
So far ive confirmed with another user that we're on iOS, using safari, and on v. 12.x.
I did find a hacky workaround to getting in on your phone. The below is assuming you're also hitting where it's sending you to this "session" file page that prompts you to download the 0kb cookie (where you get stuck). Sometimes I've hit where it says "login" instead of session, but it's usually "session".
If you have your password saved (and it may work similarly if you can just manage to click into the username or password text fields), but if you have your password saved so that your iPhone pops up the little "use saved password?" dialogue box, if you keep going back using the browser back buttons when you get to that "session" page, it will keep redirecting you to that "session" page, but occasionally it's slow to load, not super slow but slow enough that you can press your little "use saved password?" box, and then it doesn't redirect you and you can actually login again.
It took me about 25 tries tbh.
Also it doesn't authenticate you automatically to other .win communities so you'd have to do it again against another .win.
And if you log out or delete cookies in mobile, you will have to go thru this again.
you do this on mobile? doesn't sound like it but wondering if you can do that on mobile. restart/cookie clear doesn't fix it. I got the impression doing a quick online search that the code is serving up the "session" file improperly on some versions of iOS or Safari, like it's supposed to be redirecting that file and instead it's pushing it to be downloaded. But that's just a hunch.
