Arresting anyone would have been impossible back in early 2017 because people like Comey, McCabe, Clapper, Rosenstein and Strzok were in positions of power within the FBI. These deep state actors needed to first be removed, which is almost impossible to fire a Federal employee.

The Mueller investigation started in May 2017 and didn't end until March 22, 2019. Mueller's scope document was kept classified, meaning all FBI investigations needed Mueller's approval to proceed, so as not to interfere with Mueller's investigation.

You can bet that all deep state investigations were frozen during this time.

So we've had less than 9 months where the DoJ was somewhat functional... and during this time we know of at least the Horowitz and Durham investigations have been progressing.
