Disputes over whether to accept a state's electoral votes are regular votes; each member gets one vote. Both chambers vote.
Democrats obviously control the House. We don't know how the Senate will vote. Either way, you won't get both chambers to agree to toss Biden's electors, and I think if the houses disagree, the electors certified by the Governor control. So I presume Biden wins that contest.
