To add, it's why your IQ is pretty stable over your lifetime. Obviously an adult is smarter than a child, but the ratio of their intelligence to the intelligence of others at the same age remains the same, so their IQ does too.

It's just a historical artifact of how it was developed. Originally the standard tests used to measure intelligence determined your "mental age", which was divided by your actual age and the resulting fraction was multiplied by 100 to get a whole number (which is why it's Intelligence Quotient, it's achieved by a division). It's not a raw measure of intelligence but instead indicates the relationship between where a person is and where they should be, mentally.

I think now IQ tests are designed to measure it directly, but the idea of 100 being the median score has just stuck (I misspoke in my previous comment and said average).

Basically, and someone will correct me if I'm wrong, it's because IQ is a relative measurement. 100 IQ is always the normalised average intelligence and most people cluster just above or below that on a bell curve. The further you deviate from 100, the rarer your position is.

You could set the average at any number you want, but 100 is the simplest conceptually.
