Let's say it is true, ballots were watermarked. They probably just took the extra watermark ballots and used those. Watch the video in PA where they're "fixing" ballots. You just need the ballot and official stamp to certify and that makes it indistinguishable from an honest ballot. Maybe they found out about the watermark. The paper size not fitting in the machine was cover for getting them transcribed onto watermarked ballots?

If they're only marked for presidential election, would probably mean they're counterfeit because no time to fill it all out for 10s of thousands ballots to stuff boxes.

This is how I use the mail in ballot. I fill it out at home doing research. Then drop it off at a polling place or drop box election day. You can track you ballot status. If you vote in person you cannot.
