Even as little as 2 weeks ago, the best she could come up with on rejecting the bill is that it would expose her state to retribution from the NCAA, and she didn't want to fight them alone but wanted to be part of a coalition of states.
Maybe in the end some of her lawyers found some bad language, but that doesn't have jackshit to do with why she vetoed it, and at the time she couldn't even site any specific language she opposed.
