In the US I think the Left would have a higher bar to hurdle. The checks between the different branches should slow it down if not void such a law for being unconstitutional. If all else fails the 2nd Amendment is the failsafe between us and a corrupt government.

a. Was the patient required to download any app that provided this notification or b. Was it something loaded onto the phone by the Carrier or OS? also c. How was the medical information tied to the phone?
Not saying I don't believe this outside the realm of possibilities but a system that is tracking a person via mobile phone and cellular coverage can be defeated simply by airplane mode... For now.
