For more context to HiddenDekuScrub: most TV stations (with a 4 later callsigns) in the US are owned by companies other than the networks (NBC, ABC, CBS, etc) but are "affiliated" with them.

Networks provide content like TV shows, national news, and national commercials. Then the station adds their local news and commercials.

All of this comes together in a room called Master Control where an autist makes sure everything is airing when it's supposed to and keeping logs.

Depending on how regularly scheduled content is preempted you may or may not be able to schedule or even run commercials that the sales department sold.

The language is specific because of the relationship between local stations and the networks.. And of course, $$$$.

It does sound like shit. From the jump, you wouldn't say "mid sized TV station" if you worked at a four letter station. It's "mid market".

You asked about law. No one but USPS delivers "mail". You didn't see any in the video and Mr. Butler couldn't have accessed any without breaking into the containers.

There is competition for parcel/package delivery. And USPS does often cooperate with bulk shippers by delivering the last mile - but never the other way around.

However, there has been no USPS mail competition since 1851.

To your original question: neither 18 U.S. Code § 1701 nor 1702 would apply in the case of this video or other UPS shipments, even with the broadest of applications.
