At the height of the slavery era, only 5% of white people owned slaves and a significant number of slaves were owned by other blacks, native americans, etc.
Are they going to make people whose ancestors never owned slaves pay reparations?
How about someone whose family legally immigrated in the past 100 years? Do they have to pay reparations even though their ancestors weren't even in the country when slavery happened?
What about black people whose family immigrated in the past 100 years? Do they get a cut of the reparations even though they were never impacted by slavery?
Do we get to deduct the amount of welfare, unemployment, and other entitlement programs that people have gotten money from over the past 50-60 years?
If their goal is to really create a racial divide in this country, go ahead and make everyone who never had anything to do with slavery pay people who were never slaves. I'm sure that will end just fine.

Rationing is simply a means to an end for them. Reduce the amount of anything and it becomes a scarce resource that can be dolled out to those who are deemed 'worthy'.
If there is an abundance of something, it is much more difficult to control who has access to it or what the cost is.
