He punted on it because he had much more pressing concerns, which were defeating communism and the Soviet Union which were existential threats to the USA.
Whether you like Reagan or not he gave us an extra 30years against the tide of communist takeover. The presidents in between should have done something to stop it, but they were either clueless, asleep or outright complicit.

NATO exists to protect Europe from Germany as much as Russia. The NATO alliance allowed the European socialist welfare tumor to grow unimpeded by petty concerns such at military expenditure.
Remove NATO, however, Europe will collapse into total war, or be dominated by German military. I’m guessing they will choose the latter
