So either he was put there as an agent of the President, or he was part of the swamp.

Wrong. The delegation based votes are only if the electoral votes are thrown out. There first is a vote whether to keep the electoral votes if they are challenged

There’s two different votes. One, a quorum, to accept or reject the electors, in which every vote would count, and a second if neither candidate reaches majority , then the house votes based on delegation.
