Neither of those are in dispute, but, his weapons program had stalled or was too far behind to be of serious threat. None of that wall allowed and he was working on nuclear to some degree. Remember that BBC interview after gulf 1 when he said his biggest regret was attacking Kuwait BEFORE he had nukes? That's important.
As for chemical weapons, at least 17 service members died from chemical weapons disposa (fuck NYT but this def was against their narrative)l
Now those weapons were old but still had delivery systems and obviously deadly (to a lesser degree that when they were new) and totally disallowed. A lot of Intel folks are confident the chemical weapons went to Syria but there isn't any proof.
