I imagine there's an argument to be made for doing their duty and not stalling the appointment of the Sec Def. Others here mentioned that there's maybe a tradition of the Senate approving the Sec Def pick of the incoming President quickly and near-unanimously.

They're resting (conserving energy) until they get orders to move somewhere else. Active duty is a 24 hour job, you don't clock out at 5pm and go home and sleep when you're in the field. This post makes it seem like these troops have been sleeping there all night, that's not likely. They probably arrived there very early morning and were ordered to wait. They'll likely be standing guard/patrolling streets around the Capitol soon after this picture was taken.
