ELECTION FRAUD IN WI – POSSIBLE PATHWAY
By using the Indefinitely Confined Voter Rule and non-purged voter rolls, I allege the DNC has committed massive voter fraud in the State of WI for the 2020 General Election. This document lays out a possible path the DNC could have used to inject massive amounts of fraudulent ballots into the electoral system.
INDEFINITELY CONFINED ABSENTEE VOTING BY MAIL
Do you need to provide ID to vote in WI? Many would answer yes. They would be wrong. In WI, under Wis. Stat. § 6.86(2)(a), a voter may declare that they are Indefinitely Confined. If you follow the link below you fill find “Guidance for Indefinitely Confined Electors COVID-19”, which was published by the Wisconsin Elections Commission.

“The absentee ballot request form asks voters to certify to their indefinitely confined status. Statutes do not establish the option to require proof or documentation from indefinitely confined voters. Clerks may tactfully verify with voters that the voter understood the indefinitely confined status designation when they submitted their request but they may not request or require proof.
An elector who qualifies as indefinitely confined “may, in lieu of providing proof of identification, submit with his or her absentee ballot a statement signed by the same individual who witnesses voting of the ballot which contains the name and address of the elector and verifies that the name and address are correct.” Wis. Stat. 6.87(4)(b)2. Thus, indefinitely confined electors may satisfy the photo ID requirement by obtaining the signature of a witness on the absentee ballot certificate envelope.”

Relevant section – emphasis mine
“Voters who are indefinitely confined (meaning they have difficulty getting to the polls due to age, illness, infirmity, or disability) may request a ballot be sent to them for every election by checking the box on the application. Indefinitely confined voters are not required to provide photo ID.”
These documents make it clear there is minimal scrutiny when voting via indefinitely confined absentee ballot. All that is required is checking a box attesting that you are indefinitely confined, and when you vote you include a signed witness statement. That is all it takes to circumvent voter ID in WI.
Of course in order to request an absentee ballot, you need to be a registered voter in WI. This poses a problem for massive voter fraud. To add enough extra votes to swing an election, bad actors would need to have access to a list of registered voters that are unlikely to be voting in WI. This is where the non-purged voter rolls become important.
THE DIRTY VOTER ROLLS January 2020 - WI Judge Paul Malloy ruled that the Wisconsin Elections Commission must purge 209000 voters from the rolls in accordance with state law. He remarked, "I cannot be clearer on this. They need to follow the order,” and held them in contempt. To this day they have not purged these rolls. They are in violation of state law and each member of the commission is being fined $250 every day they are not in compliance. https://www.nbcnews.com/politics/2020-election/judge-orders-purging-209k-voter-names-n1114696 Why are they fighting this lawful order from a WI judge? I allege that the Wisconsin Election Commission provided the names of the voters that should have been purged to a group of bad actors. This list would be the perfect tool to facilitate voter fraud. These voters likely moved out of state or are deceased. It is unlikely that anyone on this list would show up to vote on Election Day, or check if they’ve cast a ballot in this election. This is critical for the plan to succeed, as it reduces their risk of being caught. If isolated cases do appear where a voter shows up and finds they’ve already cast an absentee ballot, they can be attributed to glitches and the voter will be none the wiser. EXTENT OF THE PROBLEM How many dirty ballots could have been slipped into the election based on the pathway described in this document? In this election 243900 voters voted via indefinitely confined absentee. This is approximately 7% of the total vote in WI. Currently, Biden is winning WI by 20000 votes, or 0.6%. This slim margin could have been easily obtained using the process described in this document.

Not only are they bypassing the ID requirement, they can also get around the witness signature and address.
Retired Wisconsin Supreme Court Justice Michael Gableman told WISN, “The statute is very, very clear. If an absentee ballot does not have a witness address on it, it’s not valid. That ballot is not valid.”
“In defiance of and direct contradiction to the statute, the Wisconsin Elections Commission gave guidance — that is, cover —to all 72 county clerks and turned the statute on his head,” said Gableman. “They said, ‘Gee, we know the law says an absentee ballot without the witness address is not valid, but county clerk, you have a duty to go ahead and look up on your own the witness’ address if there’s no address on the absentee ballot.’”
