Could be, but it was pretty obvious to me he was trolling Chelsea Handler in a friendly way. He was being over the top sarcastic and then saying something nonsensical like trump probably got his friend killed, which was a Scarface line. I laughed when I first read it and didn't realize some people saw it as going back.

It isn't what a Senator can do in a "situation like this". This situation isn't new, this has been going on since Trump was running in 2016.
