How is filtering EMS data through Exel the same as installing external software?

It's not. Based solely on what's said in the posted tweet, a technician pulled the report from the server onto a thumb drive, then used a different machine (laptop) to filter reque[sted data?]. Nowhere is it said that Excel was installed on the election machine, which is the claim being made. Unless I'm missing additional context, neither does it say that the altered file was then used to overwrite the original server data.

Anyone who thinks pulling data from one machine onto another that has Excel installed means that they've installed Excel on the original machine is a moron.
