The contractor already signed contracts saying the Owner can terminate a contract for any reason and the contractor can bill them for whatever purchased materials or damages they believe they will incur. Its in every Federal construction contract. I've been involved with a termination of convenience before.
What would be awesome is if when it became clear that this was coming they all purchased the ever loving shit out of all materials or equipment so Biden has to pay them for it anyway.

Yes, the Owner can stop whatever construction they want whenever they want for whatever reason they want. What they have to do is pay the Contractor some reasonable fee to compensate them for materials purchased and lost revenue (we call it a "termination of convenience").
