I remember Obama scored some unnatural counts in Philly, ie. 1200 votes to 0 ... because whomever was cheating there couldn’t bear to put any through against Obama.
But even in completely one-sided areas you’ll have 0.5 - 5% of a population who are basically cranks that refuse to vote with prevailing trends - and not to mention the accidentals. Statistics show 900 people will not vote the same way, no matter what the scenario.
