Serious question: Why will these states not allow a real audit? Check for registration, signature match, etc... Shouldn’t it be a default reaction to claims of irregularities? Why does a state need to “approve” an audit? Shouldn’t it be a bare minimum? What is their reason for not triggering a full audit at this point? The audits could have been done by now.
