You're mistakenly thinking that it takes many coordinated players to do this or any large scale con.
What you do is you instill the desire to cheat to win, then useful idiots working in the polling locations throw votes away and give people sharpies or whatever they come up with and spread via word of mouth behind closed doors at the ground level virally. Then democrats in key positions (USPS, Mayors, AGs, whatever) act on their own to support the cheating by any means they have (back-dating mail, stiff-arming investigations).
There doesn't have to be any coordination or grand clandestine coordinated effort by a shadowy board. You have, effectively, organic fraud cells supported by people on vertexes of local and regional power, working together through seeing what's happening and acting individually.
I'm sure in the democrat machine towns there have been conversations and discussions behind closed doors at least once or twice about it, but overall it requires no intricate coordination. Do whatever it takes and fight tooth and nail against every move from the other side. That's the directive they all understand.
How do you punish such a nebulous threat to the integrity of our entire election process, one that certainly didn't crop up overnight in 2020? You have to commit government legal resources to hound-dog all voter fraud cases. Increase the punishments, the jail time, the minimum sentencing. Make voter fraud investigation the goddamned bogeyman to any worker participating in any election from local to national level. Right now it's a joke and might as well be on the honor system. This requires (and is a good use of however much it costs) budgetary decisions to fund it, AG directives to pursue it, and supreme court legal confirmation of all changes to crack down on it.
