I think that in order to rectify PA's Constitution, per PA's Constitution, an Amendment must be brought to vote in both state chambers (I think a simple majority is sufficient), wait until after the general election, vote a second time, wait until the next general election (yes, that long) and if it passes the 3rd round, the Constitution is amended.
