I've been reading a lot of reference to the idea that the ballots for the election were printed on a paper with a watermark including some sort of (non?) radioactive isotope as well. There are rumors of blockchain technology being used as well to track the custody of the ballots. Further rumors are that DHS had ballots (some or all or just the "mail-in" ones) printed and distributed to the states. This gives rise to the hope that there exists a means to differentiate authentic ballots from forged/faked/counterfeit ballots.

The company I have heard that supposedly did this is Rolland Inc. https://www.rollandinc.com/papers/security-profile/

The question now is whether any of this is true. Well, Rolland obviously does make this paper but was it used systematically in this election?

Fair Warning: I'm not an "autist". I just decided to call and do enough research on the procedures in my State that I could either dismiss or confirm this rumor to my own satisfaction.

Here's what I learned in my State of Texas. I called the TX Secretary of State's office and spoke with an official there about the ballots. He said that it is the responsibility of each COUNTY to print their own ballots by contracting with local businesses. This is helpful they believe because if there is a problem with the printing of the ballots in one county, it will not affect the printing of ballots in other counties, i.e. it limits the damage that can be done.

Looking at the Texas Election Code (https://statutes.capitol.texas.gov/Docs/EL/htm/EL.52.htm), Subchapter A states:

SUBCHAPTER A. PREPARING THE BALLOT

Sec. 52.001. OFFICIAL BALLOT. (a) Except as provided by Subsection (b), the vote in an election is by official ballot.

(b) If an official ballot is unavailable at a polling place, the presiding election judge shall provide a ballot designed in accordance with this chapter.

Sec. 52.002. AUTHORITY PREPARING BALLOT. Except as otherwise provided by law, the following authority shall have the official ballot prepared:

(1) for an election ordered by the governor or a county authority, the county clerk;

(2) for a primary election, the county chair of the political party holding the primary;

(3) for an election ordered by a city authority, the city secretary; and

(4) for an election ordered by an authority of a political subdivision other than a county or city, the secretary of the subdivision's governing body or, if the governing body has no secretary, the governing body's presiding officer.

Since this is an election ordered by the Governor or a county authority, the COUNTY CLERK in TX is responsible for providing the ballot, i.e. NOT DHS. That does not preclude the county from working with DHS or even Rolland or another company with a similar service. But, it looks like it would be piecemeal.

Looking further into the law about what are the requirements for a printed ballot, Subchapter C "Form of Ballot" states:

SUBCHAPTER C. FORM OF BALLOT

Sec. 52.061. PRINTING ON BALLOT. (a) The ballot shall be printed in black ink on white or light-colored paper, but the ballot may not be the same color as sample ballots.

(b) The type on the ballot may vary in size and style for the office titles, column headings, names of candidates, proposition headings, and propositions, but the type for each particular category must be uniform.

Sec. 52.062. NUMBERING OF BALLOTS. The ballots prepared by each authority responsible for having the official ballot prepared shall be numbered consecutively beginning with the number "1."

Sec. 52.063. DESIGNATION OF ELECTION AND DATE. A designation of the nature of the election and the date of the election shall be printed at the top of the ballot.

Sec. 52.064. DESIGNATION AS OFFICIAL BALLOT. "OFFICIAL BALLOT" shall be printed in large letters on the ballot immediately below the designation and date of the election.

However, also according to the Act in Subchapter C:

Sec. 52.075. MODIFICATION OF BALLOT FORM FOR CERTAIN VOTING SYSTEMS. (a) The secretary of state may prescribe the form and content of a ballot for an election using a voting system, including an electronic voting system or a voting system that uses direct recording electronic voting machines or ballot marking devices, to conform to the formatting requirements of the system.

So, the SOS can prescribe the form of the ballot as well. There were also additional cybersecurity measures enacted in 2019.

(b) In this section, "ballot marking device," "direct recording electronic voting machine," "electronic voting system," and "voting system" have the meanings assigned by Section 121.003.

The addition of the term "ballot marking device" is defined as:

SECTION 4. Section 121.003, Election Code, is amended by adding Subdivision (13) to read as follows: (13) "Ballot marking device" means a voting system with an electronic interface that allows a voter to mark a paper ballot.

However, I don't see any reference to "paper" or "watermark" in the document.

Tl'dr

It looks to me like this rumor is debunked at least for TX. But, I'm just a guy who looked into this briefly. Could there be some secret agreement, i.e. "classified", between the TXSOS and FEC around physical paper ballot security? Well, many things are possible, few things actually happen.

At a minimum, this rumor has opened my eyes to the possibilities for 21st century-level security measures we as Americans could put in place in the future to prevent this level of fuckery from ever happening again.

Does anyone want to share what the story is with their state? Or, update/correct any of what I found above?

Does anyone know how to do this in TX? I'm seeing people affected by the "sharpie" incident checking their vote status online (in some cases finding "invalidated"), and that made me curious to check my own.

As a Republican, if the GOP were committing voter fraud, I would stand with Democrat voters against it.
