The term glitch is used purely to mislead the non technical and to diminish responsibility and accountability. My recommendation for any non technical people, anytime you see the term "glitch" used by media, replace it with "function"; or even more clearly, "set of computer instructions written by a human". I am also a software engineer by profession and know that it could only function this way by design. This was not just some one time cosmic radiation bit flipping (a true glitch), but a repeatable, codified, decision by a programmer. Now, do I attribute the decision by that programmer to be negligence, ignorance, or malice? For me it is clear malice because for someone (most likely an entire group of programmers) to be so ignorant or negligent to be allowed to design and code this important election software and not catch it is at least malice on the company's part if not also malice on the individuals.
