This is not an accurate reading. The ruling document states that the Republican case failed to prove that discrimination was occurring when determining which groups are limited in numbers to protest. According to the law, states have the authority to limit gatherings. You may disagree with this, but in any case, that's not what this particular lawsuit was arguing against. It was limited to allegations of political discrimination when enforcing the law.
