To clear up confusion:

Usually if a plaintiff wishes to join, or add, other parties after the start of the lawsuit, it requires additional legal actions. Proper parties and indispensable parties may be added while the action is pending; presumably no other state is indispensable since they would just be contributing the same argument. The test for permissive joinder of parties is whether the lawsuit raises a question of law or fact common to all parties and whether some right to relief relating to the same event is asserted on behalf of each plaintiff and against each defendant.
