That's from the report itself, not the article. It's a minority point of view (but with enough evidence to be included in the report) so there's apparently some conflict within the IC about exactly what China was doing. The thing that really pisses me off though is that the article (which is being dutifully regurgitated by every major outlet) makes barely any mention of Iran's meddling - and about that there's no debate. The story emphasizes how Russia tried to undermine Biden (as if that somehow proves Trump is a Russian stooge) and completely glosses over the fact that Iran was caught undermining Trump (which apparently in no way suggests that Biden is an Iranian stooge) or that the other foreign actors were also trying to hurt Trump's reelection. Fake news gonna fake.

The National Intelligence Officer for Cyber assesses that China took at least some steps to undermine former President Trump's reelection chances, primarily through social media and official public statements and media. The NIO agrees with the IC's view that Beijing was primarily focused on countering anti-China policies, but assesses that some of Beijing's efforts were intended to at least indirectly affect US candidates, political processes, and voter preferences, meeting the definition for election influence used in this report.

I understand. What I mean is that they're claiming it's driven by human activity and therefore not natural, but they have no idea what a natural cycle looks like so they can't possibly argue that human impact is making a difference. It's like claiming that there's money missing from your wallet when you don't know how much was originally in there. The only thing they claim to have evidence for (through ice cores) is the behavior of periodic glaciation, but that data only goes back 800k years. When you ask what caused the Huronian ice age to end, or the Quaternary to begin, they can't tell you. There aren't any ice cores from those transition periods because there wasn't any ice. Is this an unusual warming period within an ice age, or is it the complete termination of an ice age? Nobody can honestly say.
