FEMA is the agency with the authority. It's complicated so I can't really explain it, but they're almost their own government and can't even be held accountable by Congress or the courts.

Jared Kushner ruined President Trump. Way back when, on the_donald, a couple of new right guys got banned for calling out Kushner and they started their own subreddit (gone now I'm sure).
But you know, they were right about the guy. I've been thinking about it a lot the past couple of days. Kushner was always bad news.
And I started to distrust Scavino as soon as he started pulling Q crap on Twitter, I noticed today that he's still on Twitter himself, so yep, a total piece of shit.
edit: what I mean by "ruined" is I think Kushner did things that actively harmed the president throughout his term.
