The “issue” with using the rally data is that your sample pool is a trump rally. You can’t extrapolate much from that data because you can’t assume that you can apply those percentages to the state as a whole. So if you have 20% Who didn’t vote in 2016 at a trump rally in Wisconsin, it doesn’t mean that 20% of people who did not vote in 2016 support trump overall. It could just mean that 20 % of TRUMP voters in Wisconsin didn’t vote in 2016
