No it's not a laser. The shooter had a tlr7 weapon light. This light does not have a laser like the tlr8. I believe what you are seeing is someone with a bright orange shirt.

A really great budget gun is the taurus g2c it runs like a champ. You may just have to get what you can. It's hard to find stuff at the moment.

If you're on a budget the surefire g2x is great. It can be had for $70on Amazon. Buy 1inch mounting ring for it. If you want to spend some more there are lots of good options. Just do some research and find out what's good for you.
