For those confused: this is a good thing.
Abbott ordered that we be limited to one drop-off for mail-in ballots per county. He was sued. By having many drop-off spots for these ballots, it would have been far easier for fraud to happen.
Original ruling on the 23rd in the appeals court upheld that he was not allowed to limit sites. However, the TX Surpreme court overrode that ruling, allowing Abbott's order to stand.
