We don't vote for a prime-minister, we vote for a member of the house of commons (analogous to congress). The party that wins a majority of seats in the house of commons can then form a government, the head of which is the prime-minister. During a federal election, the prime-minister also runs for a seat in the house of commons; it's like if trump were a president and a sitting congressman. Sometimes, a prime minister doesn't win the race in his local riding (district) and in that case, another MP in the party resigns and the PM runs in their place in a byelection.

Maybe not. Our elections are extremely well-run, and we don't ever have massive line-ups at polling stations. I've never in my life had to wait more than a couple minutes to vote, and usually I just walk in and vote. I think we can have in-person voting without risking COVID.
