They re-wrote the commerce clause to avoid court packing. Wickard wheat drastically altered the country, allowing congress near limitless authority to pass nation wide laws. SCOTUS would put a horse in the oval office for four years to save themselves. Democrats got cocky threatening the Supreme Court when they couldn't make good on it the next day if the Court stepped out of line.
