Yes - we are overdue here. Need a change at the top - we should have been right out front w/ Florida. Embarrassing, really.
Partially correct. Said differently, the Marine Corps is the only DoD component that POTUS can deploy into operations on foreign soil without congressional approval/oversight that is required before deploying resources from all other branches.
That said, I think DoD and other joint-force efforts have created many loop holes here in the last few decades.
