This is actually a long historical thing... After WWII the allies had troops in West Germany, in zones by country, as a result of the German aggressions. This remained for a long time, to the point where in the 1980's a third of the US military was in Germany. Part of the reasoning was that we were unwilling to allow the Germans to re-arm. Starting in the 90's and into the 2000's we gradually reduced our forces, returning the bases we had there to the Germans, but retaining units to provide a deterrent against the (at that time) communist aggressiveness of the Soviet Union. At this point the original justification for troops there has long since passed, as well as most of the threat of the USSR.
The question should be 'do you believe in man made global warming'. Even the normal 'climate change skeptic' believes that climate changes, just does not agree that there is evidence that humans are causing abnormal levels of change.
