Holy shit I think I just figured out the whole operation. There were a small handful of Democratic operatives in each of the six states which coordinated the vote count stoppage on election night. Each of the groups were given a collection of ballots that were 80/20 Biden. After the numbers came in for the real results that night, someone at the top sent the message down to the individual groups how many times they need to scan those ballots in order to overcome the deficit. That’s why they were scanning those groups multiple times when they snuck at night. This was in each of those states that stopped the count, And only required a small amount of people to do the whole operation. And that’s why the dude cheered when he looked under the table and saw the ballots were there for their plan that night.
