Why does intent come into play? Doesn’t just that fact that the voting procedures implemented were in direct conflict with state statutes and constitutions and allowed for more fraudulent voting to take place (which the statutes are supposed to be protecting the correctness of the vote)? And that in effect screws over the states following the statutes (my best legal terminology - lol)?
