Executive as well as Legislative Powers will then be fully transfered to POTUS, only limited eventually by the SCOTUS' veto and by The People's Voice. "We The People" indeed will have the right to counter any POTUS' decision through Popular Petition, when 1M+ voices agree to oppose any new law, thusly opening to a Referendum regarding said law, which will then be voided if more than a Third of the National Popular Vote goes against it. Otherwise, said law will be implemented without any Congress' vote whatsoever.
That could be called a New Era in Western Democracy, or even more accurately: Direct Democracy. One Man, One People. Plus SCOTUS as Constitutional Power. All in all: No more corrupt, sell-out, fucked-up middlemen.
