When talking about "harvesting" in the media, they are typically talking about 2 separate activities, one being illegal and one being not illegal. Voter fraud, in any way you form it, is still illegal. Collecting ballots that lack chain of custody, is now legal in California.

"Harvesting" is not an enforceable term/code to charge someone with either before or after they changed it in 2016. It was always fraud, but now it is fraud enabled by legal means of collecting and storing the ballots.
