Local fraud was always going to occur. These urban counties haven't seen a Republican majority in decades. Cheating even in primaries against other Democrats isn't beyond the pale for these Democrats.
Clarke County literally changes caucus rules hours before the process is scheduled whenever their ideal candidate is too close in the polls. Detroit Democrats literally give gifts to poor & disabled voters. On top of that, the people who organize the Floorplans for ballot counting are politically connected. The "volunteers" are anything but.
Don't listen to Democrats. Watch how they behaved. Up until the end of October they were counting on the polls to be within reasonable margins. Local manipulation of blue counties can get you a victory in close races - 3% or so. They weren't expecting Trump to win Florida and Ohio by bigger margins. They weren't expecting Trump to win Texas by 700,000 votes.
In the final days before the election the Democrats were realizing that the polls were wrong but they had no way of knowing until the Dominion software had collected a large enough %.
