This is a direct result of #BLM/Antifa ACAB/Defund the Police rhetoric being embraced by elected officials. Cops know the mayor, city council, DA don't have their backs. Their policing reflects that. Even if the cops do arrest a bad guy, SJW/Soros-influenced DAs put them back on the streets immediately in many cases. Crime in these inner city areas, already bad, is skyrocketing. It's happening in metro areas around the country.

Our traffic units (1/shift) have LPR cameras on their patrol cars, and we have fixed cameras on all the major roads into the city.
I don't. But the cops in the nearby inner city aren't busy fighting much real crime, at least on a proactive basis. They're keeping their heads down because the elected officials - mayor, city council, DA - don't have their backs, and they know it. That's based on a long conversation with a long-time cop from there. And they're 20-25% understrength on the PD. I try not to go there unless I really have to, and limit it to daylight hours.
Meanwhile, use of LPRs helps our PD stop and catch a lot of bad guys. Stolen car comes into town, it's not unlikely to get noticed on a Flock camera. So guys on patrol go looking for it, since no one good is likely to be inside.
Ability to enforce for lack of tax payment is a side effect.
Really, paying taxes to build and maintain roads is OK. It's working pretty well in TX. Awesome tollways around Dallas, for instance. It's when gas tax money gets misused for boondoggles like bike paths that it's a problem.
