The concern is that you can't tell which ones they are. You don't know which ones to throw out. So if you throw votes out at all, they could be legitimate votes and therefore you are disenfranchising legal voters. Which is exactly why it's not supposed to happen this way.

I had the same impression. I'm not entirely sure what the sheet is reporting. If EACH row is additional votes, then the fact that the numbers repeat for each report from a precinct is itself a huge problem, regardless of the ratio. But I don't think that's it.

SPEZ: On second thought, he SORTED it first, so these are not consecutive reports. If he then FILTERED for that ratio then the sheet starts to make sense. I think the fact that so many reports from the same precinct came in at the exact same ratio is in-and-of-itself a big thing. The odds against that happening are just too high. Then when you add onto the the observation that the behavior ends only to repeat at a different precinct, it clearly seems to be a problem.
