He is issuing the guidelines to get the media to focus again on the virus. He is talking about the light at the end of the tunnel and opening up the country. Did he push back from Easter? Yes, because the media was stoking so much fear and anger towards him it was the only way he could get them to stop turning it into a circus. I doubt the guidelines will stay to the end of the month for the entire country. He is just waiting for some positive news to then sell it to people to get back out there.
