Democrats played with fire when they decided to weaponize people's ability to support their families. I am usually someone who thinks the American electorate has the memory of a goldfish, but this issue might be too hard for people to forget.

A payroll tax won't help the people who have lost their jobs/paychecks due to bars and restaurants shutting down.
Actually, its the complete opposite. A payroll tax cut incentivizes employers to not cut employees since they can now keep 7.5% more in their revenue.
Its good for both employers and employees.
Stimulus checks help the economy now. Payroll tax holiday helps the economy later.
Trump wants to do both for maximum impact.

You have no idea what a "worst of the worst" pathogen is and pray you never do. A "worst of the worst" pathogen would entail complete inability of the human immune system being able to combat a new pathogen.
80%+ of people who get COVID-19 will either 1) Recover without even knowing they had the virus, or 2) Only experience mild/moderate symptoms comparable to a common cold.
And you keep bringing up R0 values, but your not considering everything about the virus within context. Its not R0 value high = auto death mode. There have been other pathogens throughout human history with similar or higher R0 values that didn't wipe out human existence. Simply citing the level of contagiousness is not enough. For example, a bad flu strain has an R0 value of 3+ and accounts for as high as 15% of all flu-related deaths in the 65 yrs of age+ older population. And the CDC currently believes its actually much higher than that percentage.
So still sensible IMO to try to limit the spread.

There are not infinite bed, equipment or medical personnel to cope with a surge in demand.

60% of the global population gets infected, with a lethality rate of 3.4% which is the current best estimate (obviously that's subject to a lot of fluctuation for varying levels of medical treatment and preparedness), a quick envelope calculation gets you to nearly 160 million dead.
This absolutely, unequivocally, will not happen. The recovery rate data we have now already tells us this isn't possible. And this is coming from someone who believes 1,000s more people have it currently than is being put out there right now.
That is the fear mongering we are dealing with.

The upper limit estimate for projected worldwide deaths related to COVID-19 is 428,000.
A bad flu season has as many as 600,000+ deaths worldwide. The average is around 450,000.
The answer to what is going on is obvious.
