There are lots of things that can happen, even without violence. Society functions because people cooperate, what if they didn’t? Remember when people flushed fabrics because they were out of toilet paper and it disrupted the sewers. What if millions of people flushed fabrics and other disruptive material in every public restroom on purpose constantly?

You know how the city marks where people should not dig because there are utility pipes, electrical wiring, or internet cable? I guess disruptive actors know exactly where to dig then. The city will even come out to mark these places when asked. Not to mention the overwhelmingly conservative contractors that work on these things already know where they are.

There is so much trash and scrap metal in the US disruptive actors could fill major streets and highways with it every day. Remove wheels from scrap vehicles and just leave them in the way. Pop all school bus tires and snip all hoses to drain their fluids at night. How many times can the city or county afford to fix that? Probably not many.
