Democrats wanted to increase budget for the postal system for mass mail in voting. However because Trump made that EO because the House and Senate couldn't come to an agreement the postal system never got its money. Now the Democrats are saying that Trump is undermining the postal system to rig the election.
Then add some really dumb people who saw a viral photo spreading online of mail boxes being moved in Oregon (nevermind when a local news agency called the postal system they said they were just replacing old boxes) the left now has a new baseless conspiracy that basically sumed up as "Trump wanting to keep the same election rules we always use, is him rigging the election"
